National governments neglecting development needs of cities

National governments around the world are neglecting the needs of their major cities with non-existent or inadequate development policies,a new report has found.National governments are key to making cities more sustainable, because cities are limited distinctly in the policy measures they can take for themselves, the report points out. However, only a quarter of the world's governments have urban development policies at all,and most of those that do exist are far from (1)
            to make cities sustainable.
The report looks at the key measures of energy production, transport, waste (2)
and infrastructure(基礎建設),For instance, putting in adequate public transport can transform the lives of citizens and the carbon footprint of the cities they live in.Encouraging the use of electric vehicles above petrol-driven cars can also have a(n) (3)
effect, not just on greenhouse gas emissions but also on removing some of the key causes of air pollution.
The report, from the Stockholm Environment Institute and the Coalition for Urban Transitions and funded by Bloomberg Philanthropies, suggests national governments have (4)
the needs of their major cities even when they have in place national policies on issues such as climate change and greenhouse gas emissions.Derik Broekhoff of the Stockholm Environment Institute, the lead author of the study, said"Now is the time for national governments to put cities at the heart of their national development(5)
.Countries must consider what policies need to be (6)
in order to ensure their countries and cities are prepared for the unprecedented (7)
and climate challenges the world is facing."
Cities around the world are facing rapid population growth, and are likely to be among the areas (8)
hit by dramatic climate change,in part because many are at risk of rising sea levels, floods and droughts. For most of human history, the (9)
population was greater than those of cities, and it is only in just over the last decade that this balance has (10)
with most of the world's populations now living in urban centres,a trend that is expected to speed up even further.

So the husband and the wife set a small table in the corner. There,Grandfather ate alone while the rest of the family enjoyed dinner at the dinner table.Since Grandfather had broken a dish or two,his food was served in a wooden bowl.Sometimes when the family glanced at Grandfather,he had tears in his eyes as he ate alone.Still, the only words the couple had for him were sharp(嚴厲的)when he dropped a fork or spilt food. The four-year-old boy watched it all in silence.
One evening before supper, the father noticed his son playing with wood scraps(碎片)on the floor. He asked the child sweetly,"What are you making?" Just as sweetly, the boy responded,"Oh,I am making little bowls for you and Mum to eat your food in when I grow up." The four-year-old boy smiled and went back to work. The words struck the parents so they were speechless. Then tears started to stream down their cheeks.Though no word was spoken, both knew what must be done. That evening the husband took Grandfather's hand and gently led him back to the family table.

          • 19.The Trans-Siberian Railway is a single train line that crosses nearly the complete length of Russia, from Moscow to Vladivostok. It covers a total of 5,772 miles, running from Europe to Asia.Unlike the longest flight in the world, which just began transporting passengers in 2018,the Trans-Siberian Railway started its business in 1916.
Anyone who has taken this long journey,or even just part of it,will tell you that it travels at a rather slow speed, passing through some amazing, remote areas of Russia. You don't have to make the full journey without stopping.Instead, you're recommended to get off where there are attractive views, since it stops in some pretty fantastic places. But you certainly can take the full journey non-stop.If you do,the trip will take about 144 hours-six full days!
You can book tickets with travel agencies. You can also make the booking online and tickets will be sent to your hotel or personal address.Children under 4 years old accompanied by adults can travel free, but cannot take up a seat.A child ticket needs to be bought if you want to get a seat for the child.
There are longer railway services in the transportation world, but only one of them is a passenger line as some longer routes transport goods, not travellers. This railway may not be the fastest or the most modern, but it's clearly still an important player in the transportation world!

(1)Why is the longest flight mentioned in the first paragraph?

A.To compare the two different ways of transport.
B.To state the Trans-Siberian Railway is out of date.
C.To explain how long the Trans-Siberian Railway covers.
D.To show the great history of the Trans-Siberian Railway.
(2)Which of the following statements about the Trans-Siberian Railway is TRUE?

            A.A non-stop journey is suggested.
B.It takes six full days to finish a non-stop trip.
C.Children are always free of charge on this trip.
D.It is the longest railway in the transportation world.
(3)Where does this passage probably come from?

            A.A history textbook.
            B.A science fiction.
            C.A business journal.
            D.A travel magazine.

A.In general, the dates on the food—other than infant formula and baby food—are set for quality, rather than safety purposes.
B.but what if experts say consuming foods past their expiration dates isn't always bad?
C.To optimize quality and shelf life and avoid food waste, proper storage is crucial.
D.but does that mean people should toss them out the second that date passes?
E.There's no hard and fast rule, and it's more important to pay attention to how long since the food was bought and whether it was kept in proper conditions.
F.In fact,a lot of the time consumers aren't able to see(or even taste)harmful bacteria that could be living on the expired food.
Food Might Still Be Okay Longer Than You Think Many products often come with expiration dates to indicate a predetermined shelf life, like food and medicine.Once the indicated date has passed, these products are generally deemed unfit for use or consumption—(1)

According to the U.S.Environmental Protection Agency, the average person generated about 2.68 pounds of municipal solid waste per day in the 1960s,which include food, plastic, and paper waste. This amount increased to =4.74 pounds in the 2000s,finally reaching 4.9 pounds in 2018.The disposal of expired but usable or consumable goods can contribute to overall waste.By minimizing this,an individual may be able to reduce the amount of waste they produce.
Here's what expiration dates generally mean for various products and when consumers can safely overlook them. For most products, the date on the packaging label is not an expiration date, but a 'best by' or 'sell by' date, says Londa Nwadike, extension associate professor of food safety at the Kansas State University and the University of Missouri. (2)

Although expired food may not be at its peak deliciousness,it should still be safe to consume.(3)
If a product is discolored, moldy, abnormally soft,or it generally looks and/or smells bad, throw it out immediately—no matter how carefully it was stored.
               (4)
Perishable foods should be kept in the refrigerator or the freezer to avoid spoilage.Foods that do not require refrigeration for safety have lower risk and they can generally be consumed safely longer, she adds. For instance, dry pasta can still be eaten one year after opening it if it was stored in the pantry.

When you are learning English, listening, speaking and writing are important, but reading can also be very helpful. When you read, you can not only learn some new words, but also you can learn how to use these English words. When you read,it gives you a good example for writing.
Read something that you can(more or less) understand. If you need to stop every three words to use a dictionary,it is not interesting.Reading books with a reasonable number of new words is very important. If there are four or five new words on a page, write them in your notebook. But you don't have to write them while you read.Instead, try to guess their meaning as you read, and mark them with a pen. Then come back when you have finished reading to look them up in a dictionary and write them in your own vocabulary book. Then try to remember them.
You should develop a good habit of reading. For example, read for a short time once a day.Fifteen minutes every day is better than two hours every Sunday.Fix(固定)a time to read and keep to it.You could read for fifteen minutes when you go to bed,or when you get up or at lunchtime.
There are a variety of books in the bookstore,so what kinds of books should you choose?Choose a book or a magazine about a subject that you like, because you are going to spend time and money reading it.So,choose an interesting book. You can also read newspapers. There are many English newspapers in China, for example,21st Century Teens. It is easy enough for you to understand it.There is something interesting in it.
